On 26 June 2019, Shandong delegation (China) visited the State Nuclear Scientific and Technical Center for Nuclear and Radiation Safety. The visit objective was to familiarize the delegation with SSTC NRS capabilities and with current results of the Joint China-Ukraine Xianchu Nuclear Power Decommissioning Academy* activity. In the framework of this visit, the SSTC NRS and Xianchu Nuclear Power Decommissioning Academy signed the service contract on provision of emergency response and nuclear emergency management training.
The SSTC NRS Director, Ihor Shevchenko, welcomed the guests and emphasized the importance of China-Ukraine cooperation in the sphere of nuclear and radiation safety, outlined main directions of SSTC activity and priorities of development. The honored guests of the event were Shandong delegation headed by Yu Jie, Vice-Governor. China interests were presented by Zhang Ming, Counsellor of China Embassy in Ukraine, Chen Kun, Chairman of the Management Board of Qingdao Xianchu Energy Development Group Co. Ltd, and others.
“We understand the importance of our mission since we work in the sphere where the price of mistake is too high. We are responsible for the humankind safety since, considering Chernobyl disaster, radiation has no borders. Cooperation with China is promising and we hope that our organization experience shall help our countries to be more protected in the field of nuclear and radiation safety”, – said Ihor Shevchenko.
The Joint China-Ukraine Academy is a site for implementation of innovations in different industrial sectors. “Contract signing is beneficial for Shandong, in particular, in the field of experience exchange and training of experts working in nuclear energy sphere, improvement of capabilities in the field of emergency response and nuclear emergency management. I and my company are very grateful to all participants, SSTC NRS Management for understanding and contribution to signing of current contractual arrangements”, – underlined Chen Kun, Chairman of the Management Board of Qingdao Xianchu Energy Development Group Co. Ltd.
Yu Jie, Vice-Governor, expressed interest and assistance in China-Ukraine cooperation since, as he said, China, in particular Shandong, develops nuclear sector and issues relating to the operation safety of nuclear facilities are topical.
During the visit, the start of joint research project of the Interagency Program of Nuclear and Technical Exchange between China and Ukraine for 2019-2020 was announced. In the framework of this project it is envisaged the development of system concept which shall ensure unit survivability within 72 hours under blackout without operating personnel intervention.
“This system development and introduction shall enable considerable improvement in the safety of operating VVER NPPs”, – concluded Dmytro Gumenyuk, Head of NPP Safety Analysis Unit.
In compliance with the Agreement between the State Nuclear Scientific and Technical Center for Nuclear and Radiation Safety, Institute for Safety Problems of Nuclear Power Plants of the National Academy of Sciences of Ukraine and Qingdao Xianchu Energy Development Group Co. Ltd signed on 22 March 2017, the Joint China-Ukraine Xianchu Nuclear Power Decommissioning Academy was established.
